Repeated to Peking, No. 25. My despatch of 16th May

1928 Confidential. Spanish Government is recruiting

through Nanking Government first batch of 2,000 coolies

out of estimated regular 10,000 a year required for

Fernando Po. Contract signed by Spanish and Chinese

Governments.

Emigration from Tientsin.

Spanish Govern-

ment desire to charter British ships Matter is urgent as

2,000 Coolies reported by the Spanish Agent already

recruited in Shantung waiting shipment. Recommend that

permission be given British ships to participate in this

trade.
